Yard Waste & Dumpster Policy

Yard Waste Policy

Per WMC 8.04, it is prohibited to burn yard waste within the Town of Waterville. There are many other options for managing seasonal yard waste.

  1. Curbside bags.  Additional bags can be put at curbside for pickup with regular garbage.  CDSI charges a small fee for each additional bag or excessive garbage in tote.
  2. Additional Totes.  For $22.65 – 26.89 per month per tote, additional totes can be obtained.  Three 95-gallon totes equal the same capacity of a 1.5 yard dumpster, with no waitlist or siting requirements.  Note – yard waste should be bagged before putting them into the tote to avoid problems with emptying the tote due to compacted grass clippings.
  3. Brush Dumpster at Town Hall.  Yard waste can be deposited in the brush dumpster in the back of Town Hall.  Cost for this service is $3 per bag or $15 per pickup load.  A pickup holds the same amount as a 2-yard dumpster or four 95 gallon totes.  The brush dumpster contents are sent to a composting site.  All other garbage options are disposed in the landfill.
  4. Temporary Dumpster.  CDSI provides a limited number of dumpsters (1.5 yard to 8 yard) to the Town of Waterville.  The number of available dumpsters is limited by the capacity of the CDSI trucks to service these dumpsters.  Due to the competing uses for this limited resource, the Town of Waterville recommends exploring other options before using temporary dumpsters for yard waste.  All dumpster contents are disposed of in the landfill.

Temporary Dumpster Policy

Temporary dumpsters, sized from 1.5 to 8 yard capacity, have been made available by CDSI for residents who have special waste handling needs such as for construction, renovations, and other temporary uses.

Temporary dumpsters are seasonally limited to avoid damage to roadbeds in the spring and to allow for road snow removal in the winter.Reservations for temporary dumpsters (1.5 to 8 yard capacity) will not be available until April 1 of each year.Actual availability of the containers is dependent upon street conditions and will be determined by the Superintendent.

Due to the limited number of available containers and high local demand for these services, residents can reserve and utilize a dumpster for a maximum of 3 months. The resident can apply for a renewal during the final two weeks of this period. The renewal will only be granted if there are no residents on the wait list.

Residents must be current on their utility bill to be put on the wait list or receive a dumpster.Residents on the wait list at the end of the season, will be added to the top of the list for the following year.

CDSI can enact additional restrictions as follows:

  • They may refuse to pick up materials from points where, because of the condition of the streets, alleys, or roads, it is impracticable or dangerous to persons or property to operate vehicles.
  • They may refuse to drive into private property when, in the collector’s judgement, driveways or roads are improperly constructed or maintained or without adequate turn arounds or have other unsafe conditions.
  • CDSI is not responsible for concrete or asphalt driveways.  Where CDSI is requested to provide service, and damage occurs to a customer’s driveway due to reasons not in the control of the carrier, the carrier will assume no responsibility.
  • Dumpsters must be placed off town right-of-way.
  • Maximum weight is 500 lbs. per yard.  If container is loaded beyond lifting capacity, customers may be responsible for unloading and return trip fees.
